Several weeks after word leaked of a new Biden administration peace plan for Afghanistan, news has emerged of a counterproposal from Afghan President Ashraf Ghani.

The plan, which he intends to formally announce at an upcoming peace conference in Turkey, calls for a ceasefire and fresh elections.

The plan does not call for a new, unelected interim government, as the US plan does. The Taliban has rejected Ghani's plan.

What is the significance of this plan, why has Ghani introduced the plan now, and is it at all viable? The latest edition of The AfPak File discusses these questions and more.
