RFE/RL Tajik Service announces selection process for the Bureau Chief of its Dushanbe Bureau. Reporting to the RFE/RL Service Director in Prague, the Bureau Chief is responsible for all output content from bureau staff and contributors in the broadcast area, and for leading the team to increase impact. In all areas of his/her responsibilities the employee takes direction from the Service Director, and carries out his/her duties as delegated by him/her.




  • Leads the daily editorial meetings with staff to elicit and identify coverage.
  • Coordinates planning with Prague, striving for efficiency in the use of journalistic resources and capacity. Uses advanced English in journalistic information-gathering work, and in communication with Prague. Alerts the Service Director to stories of wider interest, and ensures timely delivery to Prague of translated stories.
  • Maintains RFE/RL editorial standards of output on all platforms (e.g. radio, TV, online, SMS), ensuring quality and timeliness of all contributions.
  • Explores innovative angles for coverage, ensuring relevance to local audiences.
  • Develops, provides editorial guidance for, and supervises the Service’s online input from the bureau.
  • Sets expectations for staff for best practice journalism. Monitors and gives guidance on work in progress, and gives immediate, fair, and constructive feedback to journalists and journalistic support staff. Holds regular postmortems of broadcasts.
  • Sets and enforces deadlines and contribution length.
  • Monitors the electronic and online media environment in the field of operation in order to ensure suitability of the Service's output to the local media culture.



  • Produces journalistic material across all platforms as necessary.
  • Participates as required as an RFE/RL journalist and chief editor in suitable local broadcast programs and in the press.



  • Schedules all staff, aiming for efficiency in all bureau resources (manpower, equipment, financial).
  • Develops the team: recruits and motivates staff, identifies individual and team training needs, helps with training, carries out annual performance reviews.
  • Leads the team in making use of suitable new production and delivery methods in line with developing technologies.
  • Takes the lead in creating a supportive environment, encouraging initiative, participation, and open communication within the team.
  • Builds awareness of, and identification with, RFE/RL’s mission.
  • Is responsible for facilitating work process of local staff from other services should they be present in the bureau
  • Consults/coordinates with Bureau Technology employee if applicable to ensure continuous mutual support.
  • Participates in negotiation, signing of office lease contracts and office related contracts with vendors in coordination with the Bureau Administrator and the BFA. Selection and provision of local employment and other contracts in coordination with the Bureau Administrator and Service Director, BFA and HR in Prague.



  • Acts, as requested by the Service Director, as ambassador for RFE/RL in the local political and media environment to enhance RFE/RL's good reputation and standing.
  • Monitors and reports references to RFE/RL in the local media.
  • Actively seeks out and identifies rebroadcast/joint production/program participation opportunities in the local media in line with the Service's approved "road map".
  • Takes responsibility for developing own management skills.


HR Responsibilities:

  • In conjunction with the Service Director manages personnel related activities (hiring decisions, merit increases, promotions, reassignments, conduct/performance issues) with appropriate involvement of the HR Department at the Broadcasting Headquarters in Prague


Financial responsibilities:

  • Responsible for overseeing bureau financial activities including signing off bureau purchases, business orders and trips, expenses, bank account transactions, property maintenance receipts; managing cash flow with respects to bureau operational services and staff payroll - all in compliance with locale laws and RFE/RL policies and procedures.




  • Combination of education and experience
  • Journalism or related field MA - Master degree (Mandatory)


Work Experience:

  • Experience as a journalist, 8-10 years
  • Good familiarity with political, economic, and social situations in the broadcast area as well as with regional and international affairs.
  • History of successful handling of progressively challenging assignments.
  • Program budget control-related experience, 2-5 years (Desirable)
  • Substantial editorial experience in international media
  • Team management experience (mandatory)



  • Demonstrated ability to manage a team, and to motivate others towards the achievement of common goals.
  • Demonstrated ability to deal with conflict, and to work with and through others in a collaborative fashion.
  • Ability to give honest, fair, and constructive feedback and to reliably guide staff in editorial matters.
  • Able to effectively use all RFE/RL content management system options - capable of posting and editing text and photos, making photo galleries, posting and editing videos, program scheduling, and mastering Internet TV.
  • Able to manage assigned staff. Ability to assume responsibility for staff development process in the assigned team if applicable, to be effective coach/mentor, and to take charge of individual team members’ development. Shows leadership qualities as well as being a solid team player.
  • Acts on appreciating his responsibility in helping develop a supportive team and maintain a positive working environment.
  • Advanced level of English. Reliably translates current affairs texts from English into native language and vice versa and to provide subject matter expertise in English if applicable.
  • Displays innovative, creative, cross-platform approach to journalism in own work and in influencing others, resulting in viable suggestions for coverage and delivery.
  • Evidence of creative handling of subjects in content and in form in own work and on any platform.
  • Has had substantial input into the Service’s output on all platforms and by contributing viable, creative suggestions in editorial meetings strives to increase Service’s impact.

  • Possesses comprehensive content creation skills that can be held up as examples of best-practice journalism. Produces highly compelling content that is recognized for its high quality and attractiveness to the audience both in and outside RFE/RL. Has developed a network of original sources and cultivated several specific beats. Consistently pitches original ideas and meets or beats deadlines. Thinks outside the box.
  • Possesses deep knowledge of the Service’s output on all platforms and by contributing viable, creative suggestions in editorial meetings, effectively increases Service’s impact.
  • Proved leadership abilities in editorial management and planning. Can assume full editorial responsibility and be trusted to exercise good judgment in sensitive situations.
  • Sound editorial judgment, ability to act as an editor responsible for the overall output and cross-platform editorial control. Capable of supervising radio, web, and multimedia production in terms of both, content and production quality and to serve as a chief editor of the given platform.
  • Takes responsibility for own professional development both in terms of challenging assignments and in training.
  • Willingness and ability to learn and to work with audio and video equipment, word processing tools, information research tools and new technologies and media platforms as well as to acquire or enhance the knowledge of journalistic practices relevant to the assignment.
