The Director, External Affairs is responsible for developing and executing an external communications and outreach strategy that positions and promotes RFE/RL as a mission-driven media organization dedicated to advancing and promoting democratic values and awareness in its target regions through objective, fact-based reporting. Overseeing the work of a DC- and Prague-based team, the incumbent works closely with the RFE/RL CEO and senior management to broaden public and stakeholder awareness of RFE/RL’s work and impact, and to oversee external organizational messaging and outreach. They will also collaborate effectively with his/her counterparts at RFE/RL’s oversight agency, the U.S. Agency for Global Media.

The Director will be able to articulate RFE/RL’s mission and accomplishments in a compelling and persuasive manner, and have the ability to conceive, shape, oversee, and execute a full range of activities focused on media outreach, government relations, and congressional affairs, as well as briefings, conferences, advocacy communications, visitor programs, fellowships, and special events. They will be knowledgeable about the full range of digital communication tools, and also play a key role in collaborating on annual reports, CEO presentations, and other regular presentations to stakeholders, board members, and members of Congress. They will ensure that their team adequately showcases RFE/RL journalists and products and historical legacy.

The Director of External Affairs also identifies significant media and public policy issues that can be leveraged to support RFE/RL’s work. They advise on policy, advocacy, and public diplomacy issues between RFE/RL and the U.S. Executive and Legislative branches, the Czech Government, and the policy aspects of RFE/RL’s relationship with the governments where RFE/RL broadcasts. The Director also identifies priorities, develops plans, and executes marketing activities approved by RFE/RL leadership to raise brand awareness and ensure RFE/RL’s products and programming are promoted and distributed effectively, and moves quickly to raise awareness and garner supportive action when RFE/RL’s journalists or their ability to work safely are under threat.




1. Lead the creation of RFE/RL messaging and digital communication strategies in consultation with the CEO and senior management.

2. Establish and manage implementation of a comprehensive annual communications/marketing plan and calendar for public and media relations, special events, and government relations.

3. Develop a comprehensive short- and long-range public relations plan, in conjunction with the CEO, that maximizes public awareness of RFE/RL; set transparent priorities and goals; analyze and report progress on achieving them.

4. Formulate approaches, policy communication strategies, and outreach channels to promote and deepen stakeholder understanding of and identification with RFE/RL, as well as to broaden RFE/RL reach and impact. Coordinate team of DC- and Prague-based colleagues to maximize effectiveness of outreach efforts.

5. Develop public affairs and communication strategies in partnership with the CEO and senior leadership to achieve maximum synergy between RFE/RL’s reporting highlights, digital leverage, and strategic objectives.

6. Direct the execution of corporate communications. Such communications include producing reports as requested, preparing briefing and promotional materials, drafting correspondence in response to media and critic inquiries, and facilitating VIP visits and inquiries.

7. Develop positive and strong relationships with members of the international, national, and local press that benefit RFE/RL. Establish and maintain strong relationships with relevant opinion journalists and reporters as well as with relevant think tanks and academic institutions with interests in public diplomacy, international broadcasting, and press freedom.

8. Develop and direct the promotion of RFE/RL content and expertise in world media to strengthen company visibility, impact and support. Activities include:

  • identifying and coordinating media opportunities for RFE/RL language services and personnel;
  • placing RFE/RL content in influential media;
  • placing RFE/RL journalists in high-value international forums;
  • prepping journalists and senior leadership for press interaction;
  • interacting and interfacing with key departments to manage media activities;
  • creating and managing media lists, drafting op-eds and letters to the editor;
  • serving as executive editor for the organization’s outreach web pages and newsletters;
  • developing content- or expert-sharing platforms and partnerships with influential media and organizations;
  • responding to incoming requests and inquiries from working journalists and influential bloggers;
  • producing press releases, podcasts, and other communications products and tools.

9. Direct and manage crisis communication and media. Serve as representative to RFE/RL crisis management team, working with the CEO and senior management to address developments in RFE/RL’s broadcast region that may adversely affect staff and operations.

10. Direct and assist advocacy efforts, communications and media interviews with the CEO and other designated spokespersons and subject matter experts, including diplomatic outreach, congressional liaison, NGO coordination, and public information campaigns

11. Coordinate with RFE/RL language services on local public relations opportunities, including assisting in adverse event and crisis communications.

12. Direct, monitor, analyze and track print and broadcast coverage.       

13. Oversee RFE/RL’s outreach and public affairs, to include high-level visits, diplomatic briefings and communications; congressional outreach; meetings with political officials and representatives of international organizations; and meetings and cooperation with think tanks, NGOs, VIPs policy makers, academicians, researchers, journalistic organizations, and universities.

14. Coordinate representational trips of RFE/RL personnel to raise awareness of the company and specific issues, and to advance strategic goals. 

15. Serve as principal media spokesperson for RFE/RL and represent RFE/RL as appropriate at events.

16. Perform other related duties as assigned.






Journalism, international relations, communications, marketing or related field MA - master’s degree or the equivalent in experience.

Work Experience:


  • A proven record of success or combination of work experience and/or education in: communications, journalism, marketing, public/media relations, or public affairs/government relations. 10+ years experience advancing activities in these areas for a government institution, non-profit or other complex fast-paced organization with tight deadlines.   • Previous experience working in a multicultural or a multinational environment; or experience living and working abroad, preferably in relevant RFE/RL target regions and/or experience working in the legislative or executive branch of the U.S. Government or in a relevant government relations position.   • Good knowledge of D.C. political landscape, including U.S. and international affairs, as well as general political, economic, and social situations in most RFE/RL geographies acquired through relevant experience, studies, research, writing, travel, or other exposure. (Mandatory)
  • Understanding of international organizations such as the EU, OSCE, NATO, and others. (Desirable)
  • Knowledge of the media environment as well as principles and practices of proper use of communication channels, with strong digital, organizational, people, and marketing skills. (Mandatory)
  • Possess a wide network of professional contacts on the Hill in D.C., with a proven ability to develop further relationships with policymakers, decisionmakers and stakeholders in areas such as government, think tanks, academia, media, business, as well as in the sphere of new technology and innovation.   • Ability to understand and work across a wide range of cultural and political contexts reflecting RFE/RL’s various locations and regional presence. (Mandatory)
  • Comprehensive knowledge of grammar, punctuation, and AP style. Should be able to write, edit, and proofread institutional writing such as speeches, policies and proposals.
  • Demonstrated ability to effectively manage human and financial resources, develop budgets, etc.
  • Demonstrated leadership, strategic vision, and understanding of tactical planning, setting short-term and long-term plans with defined goals, roles, priorities and meeting timelines. (Mandatory)
  • Proven management experience and ability to address needs in company communications infrastructure spanning Washington and Prague as well as create agenda-setting initiatives with the ability to market and showcase evolving RFE/RL brand. (Mandatory)

Appointment against this post is on a D.C. basis only. Candidates for these positions must reside within commuting distance of Washington D.C., or be willing to relocate. If selected for a D.C.-based position from another part of the United States, RFE/RL would cover the costs of interview travel and relocation upon appointment. RFE/RL offers a competitive salary and benefits package to include locality pay for employees based in Washington D.C.
