The Comptroller plays a central role in the development, maintenance, management, and oversight RFE/RL’s finance and accounting activities. The Comptroller works independently and collaboratively with staff, and reports to the CFO, with support and counsel to management. Under the direct supervision of the CFO, the Comptroller is responsible for establishing accounting policies and procedures; and supervising accounting and payroll activities; and management of cash resources. The incumbent is heavily involved in external audits and directs the administrative and support service activities of the Washington Office. S/he works closely with the Budget Director, Director of Financial Reporting, and the Director of the Prague Finance Department. Other responsibilities include: maintaining the general ledger(s), monitoring and supervising the processing of accounts payable and receivable, preparation of accounts and billing, audit preparation, implementation including supervisory oversight of monthly payroll processing, overseeing the Corporate insurance policies and banking relationships. The Comptroller position requires excellent attention to detail, problem-solving skills, communication, organizational, and computer skills, as well as the ability to exercise professional discretion and discernment, independent judgment, and business acumen. Without exception, the Comptroller position requires a proven track record of trustworthiness, personal accountability, and exceptional ethics. In addition, the Comptroller should have knowledge of contracting, negotiating and GAAP and have mastery of Excel and other finance software (e.g. PeopleSoft).

Duties include but are not limited to:

  • Documents and implements an internal control system that continuously monitors critical areas of financial control, identifies problems and implements corrective action.
  • Annual audit preparation, ensuring the annual audits are performed in accordance with OMB Circular, GAAP, and/or other applicable regulatory standards.
  • Prepare and submit federal and state government filings and reports.
  • Maintain daily cash schedule and assist with cash flow forecasting.
  • Ensure preparation of bank account reconciliations and general ledger account analyses and reconciliations.
  • Directs, supervises and oversees the processing of monthly payroll.
  • Provides financial input to the organization's strategic planning process, assuring that a long-range financial plan is part of the strategic plan, and that the plan is updated at least annually.

Education & Experience:

  • Candidates should have a minimum of 5 years’ experience as controller with a nonprofit that had annual revenues of at least $20 million. Proof of license, and/or degree required.
  • CPA strongly preferred, although an MBA may be considered.
  • A strong understanding of finance and accounting practice, with grants management experience.
  • Mastery of finance, accounting, budgeting, and cost control principles including thorough understanding of generally accepted accounting principles (GAAP), internal controls and financial reporting.
  • A minimum of ten years of progressively responsible managerial and executive level experience that includes budgeting, financial forecasting, planning, organizing and managing multiple financial activities ideally with experience preferably in a nonprofit environment, some international experience is desirable.
  • Must have US regulatory, legal compliance experience.
  • Must have the highest integrity, be diplomatic, analytical, and possess sound judgment.

  • Demonstrates strong interpersonal skills and an ability to work well with a diversity of people
  • Strong work ethic and financial aptitude.
  • Demonstrated leadership qualities and ability and skills to succeed in a teamwork environment.
  • Proficiency in clearly communicating information about finances and accounting issues to nonaccountants and individuals with varying levels of financial expertise
  • Acumen in maintaining accurate financial records and preparing clear and accurate reports for informational, auditing, and operational use.
  • Excellent verbal and written communication skills. Must be able to mentor new executives and team colleagues on financial and compliance matters. Interpersonal communication skills (verbal and written) are critical to this position.
  • Essential computer skills and expert software knowledge of MS Excel, MS Word, MS Access, MS Publisher and MS Outlook, Adobe; with knowledge of CPM software e.g. Prophix and financial database experience e.g. PeopleSoft are a plus.

Appointment against this post is on a D.C. basis only. Candidates for these positions must reside within commuting distance of Washington D.C., or be willing to relocate. If selected for a D.C.-based position from another part of the United States, RFE/RL would cover the costs of interview travel and relocation upon appointment.
