Reporting to the Director of Procurement the Procurement Specialist serves as a professional and technical specialist and expert with responsibility for procurement activities that support accomplishment of RFE/RL’s mission objectives. RFE/RL’s Buyer’s duties and responsibilities of procurement administration officially commence when the request for procurement services has been received via a requisition and conclude when work has been completed and accepted, final payment has been made, and disputes have been resolved. Significant coordination is required with organizational elements within RFE/RL and among outside entities seeking or doing business with RFE/RL.




  • Drafts and/or reviews other procurement documents such as statements of work and request for proposals.
  • Ensures competition for goods & services, monitoring tender procedures, conducting proposal evaluations, communicates any changes of tender procedure supervision, internally or externally.
  • Competes, negotiates, and awards purchase orders. Functions as an expert working with technical and program staff to identify procurement needs to accomplish program requirements.
  • Participates in meetings as an expert buyer. Evaluates proposals as a member of technical and or cost evaluation panels or integrated procurement teams.
  • Drafts and/or reviews agreements such as contracts, subcontracts, terms & conditions, non-disclosure clauses and other legal procurement documents.
  • Assists the organization in contract administration, including change orders, modifications, and overall strategy to procurement.
  • Maintains procurement files such that the contractor basis of selection is clearly evident and substantiated; provide justification if there is a lack of competition, provide cost and price analysis, incorporates applicable US statues, ensure the procurement instrument is complete and sound agreement and the best interest of RFE/RL’s in the expenditure of federal funds.






  • Business administration or related field BA – Bachelor’s degree (Mandatory)
  • Combination of education and experience


Work Experience:

  • Previous experience in procurement, contract negotiations. 3-5 years (Mandatory)
  • Previous experience participating in vendor competitions, (Desirable)
  • Previous experience participating in negotiating complex transactions, (Desirable)            
  • Previous experience with contracting for the commissioning/acquisition of content for distribution on multiple media platforms (2-5 years), (Desirable)
  • Previous experience working in a multicultural or a multinational environment; or experience living and working abroad, preferably in relevant RFE/RL target regions. (Desirable)



  • Knowledge of theory and practice of contracting, (Mandatory)
  • Relevant procurement-related software knowledge (Desirable)
  • Knowledge of running competitions
  • Accuracy and detail orientation
  • End-user knowledge of MS Office applications, (Mandatory)
  • End-user knowledge of Lotus Notes. (Desirable)
  • Understands and meets customer needs in a helpful way, whether they are internal or external clients
  • Knowledge of US legislation and Federal Acquisition Regulations, (Desirable)
  • Knowledge of Czech Republic/European Union legislation and regulation, (Desirable)

Appointment against this post is on a local basis only. Please note that for the locally advertised positions preference will be given to those with a work permit and/or a valid residence status in the Czech Republic. Locally recruited employees should reside within commuting distance of Prague, Czech Republic, or be willing to move to take up work. They are not eligible for allowances applicable to candidates who are internationally recruited. Rather, they receive statutory benefits as per Czech labor law. Salary scales for locally recruited employees are based on the best prevailing local conditions. RFE/RL does, however, cover the costs of interview travel and, upon appointment, some relocation costs.
