The Emergency Bureau Operations Specialist position reports to a Corporate Security Regional Director and works closely with the Language Service Directors, the Regional Bureau Chiefs and Bureau Administrators to spearhead the development, implementation, monitoring and updating of the unique, and individually tailored “Occupant Emergency Plans (OEP) and other crisis and emergency planning for each of the RFE/RL regional bureaus and satellite offices.

 

RESPONSIBILITIES

 

  • Works under the direction of both Corporate Security Regional Directors to develop, implement and update unique and individually tailored “Occupant Emergency Plans (OEP) for each of the RFE/RL regional bureaus and satellite offices.
  • Works with both Corporate Security Regional Directors, Regional Bureau Chiefs and Bureau Administrators to ensure that the OEPs are understood and implemented at each regional bureau and satellite office.
  • Works under the direction of both Corporate Security Regional Directors to develop, implement and update unique and individually tailored crisis and emergency plans for each of the RFE/RL regional bureaus and satellite offices.
  • Joins the US Department of State's "Overseas Security Advisory Council" (OSAC) to receive open-source information and guidance from the US Government.
  • Attends Security Analyst & Emergency Preparation training from OSAC when offered.
  • Travels to the regional bureaus as needed to complete projects and assignments on time with minimal supervision.
  • Required to access the USAGM electronic Drop Box and may be asked to access other Federal (U.S. Government) Information Systems.
  • Performs other related duties as assigned.

 

MINIMUM QUALIFICATIONS

 

Education:

  • B.A. degree or equivalent required (graduate degree an advantage) (Mandatory)
  • Combination of education and experience (Mandatory)

Work Experience:

Experience with crisis management, disaster recovery plans, development, implementation and monitoring of emergency responses. 2-Fair (Mandatory)

Competencies:

  • Ability to handle highly sensitive and confidential information discreetly (Mandatory)
  • Ability to travel internationally. (Mandatory)
  • End-user knowledge of MS Office applications. (Mandatory)
  • Presentation skills (Mandatory)
  • Project management (Desirable)
  • Security clearance (Mandatory)
  • Strong analytical skills (Mandatory)
  • Strong communication skills, verbal and written (Mandatory)
  • Strong conceptual, planning, writing, analytical, and organization skills (Mandatory)
  • Must be vetted through the U. S. Government Alternative Vetting Program (AVP) and able to obtain and maintain favorable adjudicative recommendations through the AVP.

Languages:

  • Czech language Proficient (Mandatory)
  • English language Proficient (Mandatory)
  • Russian language Proficiency is a plus but not mandatory.

Appointment against this post is on a local basis only. Please note that for the locally advertised positions preference will be given to those with a work permit and/or a valid residence status in the Czech Republic. Locally recruited employees should reside within commuting distance of Prague, Czech Republic, or be willing to move to take up work. They are not eligible for allowances applicable to candidates who are internationally recruited. Rather, they receive statutory benefits as per Czech labor law. Salary scales for locally recruited employees are based on the best prevailing local conditions. RFE/RL does, however, cover the costs of interview travel and, upon appointment, some relocation costs.
